Solar Energy vs. Historic Preservation: A Conflict of Interests

Photovoltaics on listed buildings is a topic of increasing relevance. On the one hand, climate goals and rising energy prices demand the expansion of renewable energies. On the other hand, heritage law protects the historical appearance of buildings. For solar installers and homeowners, this means: a lot is possible – but not everything, and not without approval.

Legal Basis

Historic preservation is a matter for the individual federal states. The heritage protection laws of the federal states regulate which changes to protected buildings are permissible. Since the amendment of the Building Energy Act (GEG) and various state building regulations, PV on monuments is increasingly being facilitated – however, an approval requirement still exists.

What Increases Approval Chances

Location Selection

Systems on the roof side facing away from the street have better chances than those on the visible side. Flat roofs behind parapets or inner courtyard roofs are also often less problematic.

Removability

Installations that can be removed without permanent alteration of the building fabric are preferred by heritage authorities. This also applies to cable routing and roof penetrations.

Cable penetration through the roof is a particularly sensitive point for monuments. Drilled tiles or large-scale changes to the roof skin are often not approvable. Minimally invasive solutions that do not disturb the historical roof appearance are required.
